DALTON TOWNSHIP SPECIAL BOARD MEETING-NOVEMBER 24, 2008, 7:00 P.M.

BOARD MEMBERS PRESENT: Chris Hall, Mary Ellen Sherwood, Elizabeth Jenkins, Mike Hiner, Merle H. Hittle, James Lothschutz, Ross McCloskey.

BOARD MEMBERS ABSENT: None.

Supervisor, Chris Hall, called the meeting to order at the Dalton Township Hall. The Pledge of Allegiance said and roll call taken.

PUBLIC COMMENTS:
None.

APPROVE HOURS AND COMPENSATION FOR NEW DEPUTY TREASURER:
Motion by Mary Ellen, support by Merle, PASSED to approve the same hours for the new deputy treasurer, Kristy Carty, as the previous deputy treasurer until the new office hours take place; also approving the same pay rate for this position as they are currently. In addition, no pay will be given for attendance at meetings. Yes: Mary Ellen, Merle, Ross, Mike, James, Elizabeth, and Chris. No: none.

APPOINT A BOARD MEMBER AND AN ALTERNATE TO THE WASTEWATER MANAGEMENT COMMITTEE:
Motion by Mike, support by Ross, PASSED to appoint Supervisor, Chris Hall, as the member to the Wastewater Management Committee, and keep Stephanie Barrett as the alternate member. Yes: all.

APPOINT A BOARD MEMBER AND AN ALTERNATE TO THE WATER SYSTEM POLICY BOARD:
Motion by Ross, support by James, PASSED to appoint Supervisor, Chris Hall, as the member to the Water System Policy Board, and keep Stephanie Barrett as the alternate member. Yes: all.

APPOINT A BOARD MEMBER AND AN ALTERNATE TO THE JOINT PLANNING COMMISSION:
Motion by Mike, support by Merle, PASSED to keep the current members on the Joint Planning Commission at this time. Roll call. Yes: Mike, Merle, James, Elizabeth, Ross, Mary Ellen, and Chris. No: none.

APPOINT TO THE ZONING BOARD OF APPEALS:
Chris explained that both James Lothschutz and Diane Misze are both currently serving on the ZBA. Diane was the board member representative and James was the regular member. Chris stated that the positions need to be switched as Diane is no longer on the board.

Motion by Mike, support by Ross, PASSED to appoint James Lothschutz as the board member representative on the ZBA and appoint Diane Misze as a regular member. Roll call vote. Yes: Mike, Ross, James, Merle, Elizabeth, Mary Ellen, and Chris. No: none.

APPOINTMENT TO PLANNING COMMISSION-BOARD MEMBER REPRESENTATIVE:
Motion by Mike, support by Merle, PASSED to appoint Ross McCloskey as the board member representative on the township's Planning Commission. Roll call vote. Yes: Mike, Merle, Ross, James, Elizabeth, Mary Ellen, and Chris. No: none.

ADVERTISEMENT FOR BUILDING INSPECTOR:
Motion by Merle, support by Mike, PASSED to advertise for a new building inspector to take over the complete responsibility of the building department (as submitted in proposal one) with the current building inspector to receive 20 percent of the permits issued and five 5 percent of the plumbing, electrical, and mechanical permits issued (as submitted in proposal two) for six months until the new inspector is trained. Yes: Merle, Mike, Ross, James, Elizabeth, Mary Ellen, and Chris. No: none.

Discussion followed regarding the motion made above. Tom Marotta, was in the audience and participated in the discussion. Motion by Merle, support by Mike, PASSED to rescind their previous motion above regarding the building inspector. Yes: all.

Motion by Merle, support by Mike, PASSED to advertise for a new building inspector to take over the complete responsibility of the building department (as submitted in proposal one) with the current building inspector, Chris Hall, to receive 10 percent of permits issued during the transition period, not to exceed six months. Yes: Merle, Mike, Ross, James, Elizabeth, Mary Ellen, and Chris. No: none.

PUBLIC COMMENTS:
Tom Marotta stated that the board went about the hiring process for the building inspector the right way.

BOARD COMMENTS:
Chris stated that board members received information from Stephanie Barrett, the Zoning Administrator, regarding a temporary Special Use Permit. He stated that if board members have comments regarding the same to contact Stephanie.
