DALTON TOWNSHIP SPECIAL BOARD MEETING-JANUARY 4, 2005
7:00 P.M.

BOARD MEMBERS PRESENT: Scott Hladki, Mary Ellen Sherwood, Rosemary Rinella, Kevin Wright, Elizabeth (Petsy) Jenkins, Diane Misze and Mike Hiner.

BOARD MEMBERS ABSENT: None.

Supervisor, Scott Hladki, called the meeting to order at the Dalton Township Hall. The Pledge of Allegiance said, and roll call taken.

PUBLIC COMMENT:
Connie Burchfield questioned the hiring process for the ordinance enforcement position. She stated if the board is not going to follow the recommendations of the Personnel Committee that was appointed by the board, then why have this Committee. Dave Matuzeski questioned why the process of hiring a new ordinance enforcement officer has taken so long. He stated that he has been in contact with Supervisor Hladki and the former ordinance officer for two years regarding ordinance violations at 4520 and 4542 Russell Road and to date it is not corrected and is getting worse. Mr. Matuzeski stated that he would like the new officer to do something about the violations immediately, stating over two years has been to long already. Discussion followed.

ORDINANCE ENFORCEMENT OFFICER:
At a previous meeting two members of the Personnel Committee recommended Eric Ridout as the new ordinance enforcement officer and one recommend Frank Swiatek. Each stated their reasons for the same and stated both would be very good in this position. Pesty stated that Eric Ridout is currently an officer for the Muskegon County Sheriff Department and has previous experience with ordinance enforcement and knows the township very well. Mr. Swiatek was highly recommended by influential members of the county and law enforcement. Discussion took place again regarding the two candidates.

Motion by Diane, support by Petsy, PASSED to hire Eric Ridout as the Ordinance Enforcement Officer for Dalton Township. Roll call vote. Yes: Diane, Petsy, Mike, Kevin and Mary Ellen. No: Scott and Rosemary.

RESOLUTION FOR WASTEWATER MANAGEMENT COMMITTEE:
Motion by Scott, support by Mike, PASSED to approve the Resolution, and appoint Supervisor, Scott Hladki, as the member of the Muskegon Municipal Wastewater Management Committee and Clerk, Mary Ellen Sherwood, as the alternate member. Roll call vote. Yes: Scott, Mike, Diane, Rosemary, Kevin, Petsy and Mary Ellen. No: None.

JOHNSON AND ANDERSON SEWER PLANS AND A.C.I. FINANCE:
Terry Broemer, Randy Parrett, and Kristin Goetze, Project Engineer, of Johnson and Anderson, Inc., Consulting Engineers, were present to discuss a preliminary Sanitary Sewer Study that they prepared, as requested, for Dalton Township. Lengthy conversation took place, questions were entertained, maps were reviewed, and long term goals were discussed. Large packets containing the preliminary plans were provided, reviewed, and discussed. The plan area was discussed. Cost estimates were provided for Whitehall and Oak Pine, River, River and Oak River Lane, River West of Oak Pine, Agard, Hamilton, Blair, McMillan, Central, Ross, Bard, Automobile, Tyler, Hyde Park, Duck Lake, and Riley Thompson. Other discussion included discharge, flow design, gravity pipes, pumps, etc. Previous proposed sewer projects and citizens concerns at that time were discussed. Johnson and Anderson staff stated that they could provide packets for residents regarding this proposed project. Public hearings regarding the same were also discussed. Interested citizens asked questions and participated. Tom Trazieck of A.C.I. Finance was present as a financial consultant and informed the board of ways to fund such a project. No action was taken regarding this item. This session was held for informational purposes.
