DALTON TOWNSHIP SPECIAL BOARD MEETING-MARCH 7, 2005
7:00 P.M.
BOARD MEMBERS PRESENT: Scott Hladki, Mary Ellen Sherwood, Rosemary Rinella, Kevin Wright, Elizabeth (Petsy) Jenkins and Diane Misze.
BOARD MEMBERS ABSENT: Michael Hiner.

The special meeting of the Dalton Township Board was called to order at the Orchard View Middle School, 35 Sheridan Drive, Muskegon, MI 49442 in conjunction with the Muskegon Charter Township Board of Trustees. Roll call taken.
Members Present for Muskegon Charter Township's Regular Board Meeting: Patrick Jordan, Supervisor; Jim Nielsen, Clerk; Sandra Bird, Treasurer and Trustees, Carol Chaney, John Gilbert, Carol Ream, and Scott Plummer.
RIVER ROAD SEWER:
This meeting was requested by Muskegon Charter Township to inquire of Dalton Township's Board of Trustees intent to share costs involved with the proposed Sewer Expansion on River Road, East of Holton Road M-120 in conjunction with Muskegon Charter Township's sewer expansion, the Muskegon County Road Commission and MDOT's road construction project on River Road slated for completion in 2006. It was discussed that this project needs to be planned now as MDOT and the Muskegon County Road Commission need to plan and budget for projects well in advance of the 2006 projected date. It was also posted that the Dalton Township Board may also conduct other business placed on the agenda at this time if the agenda is unanimously approved.
The Muskegon Township Board requested a good faith effort from the Dalton Township Board regarding the cost share of the sewer project. Discussion took place with members of both boards. David Fisher of Muskegon Township stated that Dalton Township may want to make this agreement an extension of the 1984 Cost Share Agreement between Dalton and Muskegon Charter Townships. He commented further. Terry Broemer of Johnson and Anderson commented regarding the study to be conducted. Dalton Clerk, Mary Ellen Sherwood, stated that if this project is ever going to happen it should be now in conjunction with the other townships, the road commission, and MDOT, during the reconstruction of River Road. She stated that she and her colleagues agree with the concept of the project proposed and cost share; however, public hearings, financial feasibility of the cost estimates need to be obtained so the affected property owners can be informed and give input regarding their desire for this service and the costs involved to the public for connections which will in turn repay the bonding. Scott stated that a study can be conducted for costs involved to affected property owners. Discussion followed as how one can pay for such service, how long the payments can be extended for the property owners to pay for the connections. Bonding of the project was also discussed. The clerk stated that it will cost Dalton Township residents more than Muskegon Township residents as they have a sewer fund established that pays for part of the costs, and Dalton does not.
Dalton Clerk, Mary Ellen Sherwood, requested a poll of the Dalton board members asking the question, does the Dalton Township Board put forth a good faith effort regarding the proposed cost share of the project and to obtain a study regarding the same. Poll taken: Yes: Scott, Rosemary, Diane, Petsy, Kevin and Mary Ellen. No: none.
The Dalton Township Board moved its meeting to another room to allow for the Muskegon Township Board to continue their regular meeting.
Residents Mr. and Mrs. Oakes of River Road were in attendance. Conversation continued regarding the proposed sewer project and costs involved. Mandatory hook up for sewer connections were discussed, who would perform the study and cost reimbursement of the study, how much flow Dalton Township will receive, the size of the lines that will be installed, etc.
RESOLUTION TO APPLY FOR A STATE GRANT FOR VOTING EQUIPMENT:
The Clerk, Mary Ellen Sherwood, stated that she has discussed this issue at previous board meetings. She stated this resolution is authorizing her to apply for grant funding for the newly mandated statewide optical scan voting equipment to be implemented in Muskegon County in 2005.
Motion by Diane, support by Kevin, Passed to approve the Resolution authorizing the Clerk to submit the Grant Application to the State for the mandated voting equipment and accessories on behalf of Dalton Township. Roll call vote. Yes: Diane, Kevin, Rosemary, Petsy, Mary Ellen and Scott. No: None
