| DALTON TOWNSHIP SPECIAL BOARD MEETING-MARCH 28, 2005 5:00 P.M. BOARD MEMBERS PRESENT: Mary Ellen Sherwood, Rosemary Rinella, Michael Hiner, Kevin Wright, Elizabeth (Petsy) Jenkins and Diane Misze. BOARD MEMBERS ABSENT: Scott Hladki. Motion by Rosemary, support by Diane, Passed to appoint Trustee, Mike Hiner, as the Chairperson for the meeting in the supervisor's absence. Yes: all. Trustee, Mike Hiner, called the meeting to order at the Dalton Township Hall. The Pledge of Allegiance said and roll call taken. Motion by Rosemary, support by Diane, Passed to approve the agenda as submitted. Yes: all. BUDGET FOR FISCAL YEAR 05-06: Motion by Diane, support by Rosemary, Passed to open the public hearing for the 2005-06 fiscal year budget hearing, as posted and advertised. Yes: all. The capital outlay items, salary and the budget was reviewed and discussed line by line. Motion by Petsy, support by Rosemary, Passed to increase the wage for Secretary, Kelly Lynn, another .15 cents per hour in addition to what was already budgeted. Roll call vote. Yes: Petsy, Rosemary, Diane, Kevin, Mary Ellen and Mike. No: none. Fire Chief, Gary Furman, explained the capital outlay items as requested in the budget for the fire department budget for the upcoming year. Trustee, Mike Hiner, stated that he needs to leave the meeting. He stated that he supports the budget and would like Trustee, Kevin Wright, to take the chair for the remainder of the meeting. Motion by Mike, support by Rosemary, Passed to appoint Trustee, Kevin Wright, as the Chairperson for the remainder of the meeting. Yes: all. Motion by Diane, support by Rosemary, Passed to close the public hearing for the 2005-06 fiscal year budget. Yes: all. Motion by Rosemary, support by Mary Ellen, Passed to adopt the 2005-06 General Appropriations Act Resolution, approving the budget, with changes to the secretary wage as discussed. Roll call vote. Yes: Rosemary, Mary Ellen, with reservations, Petsy, with reservations, Diane and Kevin. No: none. ACCOUNTING SOFTWARE: Motion by Diane, support by Rosemary, Passed to approve the purchase of new, updated, accounting software for the clerk's office from vendor B S & A Software, as quoted for $20,457.00. Roll call vote. Yes: Diane, Rosemary, Petsy, Kevin and Mary Ellen. No: none. CHANGE BID OPENING PROCEDURES: Motion by Diane, support by Petsy, Passed to open bids received on the date of deadline with two public officials present, not at a public meeting. With the exception of any sellable articles which shall continue to be opened at a public meeting. Roll call vote. Yes: Diane, Petsy, Rosemary, Kevin and Mary Ellen. No: none. APPROVE BID FOR LAWN MOWER: Motion by Mary Ellen, support by Kevin, Passed to approve the bid from the Power Shop for a John Deere 1435 with a 72 inch deck for the maintenance department in the amount of $13,801.00 to come out of the current 2004-05 budget. Roll call vote. Yes: Mary Ellen, Kevin, Diane, Petsy and Rosemary. No: none. There were no public comments. Board members discussed road repairs and maintenance. Mary Ellen reported that Cady Road is closed due to impassable conditions and informed the board of complaints that have come in regarding several roads, including Cady, Park, and Oakwood Roads.
