DALTON TOWNSHIP SPECIAL BOARD MEETING
SEWER PROJECTS AND BUDGET REVIEW
MARCH 22, 2006
4:30 P.M.

BOARD MEMBERS PRESENT: Scott Hladki, Mary Ellen Sherwood, Rosemary Rinella, Elizabeth (Petsy) Jenkins, Diane Misze and Lynn Young.

BOARD MEMBERS ABSENT: Mike Hiner.

Supervisor, Scott Hladki, called the meeting to order at the Dalton Township Hall at 4:30 p.m.

This meeting was called and posted for the purpose of making a decision regarding sewer construction projects within Dalton Township and for the boards continued review of the 06-07 fiscal year budget.

SEWER CONSTRUCTION PROJECTS:
This item was discussed in detail at a previous board meeting held on March 15, 2006; see these minutes for further details. Others present at this meeting include the County Administrator, James Borushko, several county commissioners and others. Mary Ellen inquired about the status of the water and if any news was received on the grant approval for water infrastructure going up Whitehall Road. The county administrator stated the grant is still at the state level and everyone is waiting to hear back on the possible grant approval for this project. Petsy and other board members again stated that getting water north of River Road is, and was, the main objective of the board. County representatives again stated that hopefully both the water and sewer infrastructure projects will be constructed at the same time. Scott stated that informational letters went out Monday informing residents of the sewer projects on both River and Whitehall Roads and he has received comments from commercial businesses wanting the sewer on Whitehall Road and only one call stating that they do not want the sewer. Diane expressed her reservations regarding the sewer construction and Petsy and Mary Ellen stated that they struggled with the decision as well; in relation to the residents having to pay for this sewer special assessment and connection charges. Mary Ellen stated that she again requested information from the attorney about financial assistance of any kind for low income residents to aid in the financing of these projects. It was suggested that Mary Ellen have the attorney check with Tom Traciak of ACI Finance, Inc. as he knows of some forms of financial assistance programs. It was asked who would oversee the sewer construction projects. The county administrator stated that John Warner and Steve Fink, both with the Muskegon County Department of Public Works, can oversee the project if the township desires the county's assistance.

Motion by Lynn, support by Rosemary, PASSED to approve the sewer construction projects on River and Whitehall Roads as planned. Roll call vote. Yes: Lynn, Rosemary, Diane, Petsy, Mary Ellen and Scott. No: None. Absent: Hiner.

Motion by Diane, support by Lynn, PASSED to have the Muskegon County Department of Public works oversee the sewer construction projects as approved above. Roll call vote. Yes: Diane, Lynn, Rosemary, Petsy, Mary Ellen and Scott. No: None. Absent: Hiner.

BUDGET REVIEW:
The budget for fiscal year 06-07 was reviewed line item by line item. Questions and concerns were discussed. Changes were proposed by the board and Mary Ellen will enter the changes into the budget system as requested and submit a revised copy of the budget to the board before the public hearing to be held on March 27, 2006

The final budget review and budget approval will take place at a meeting scheduled on March 31, 2006 at 4:00 p.m. at the Dalton Township Hall 1616 E. Riley Thompson Road, Muskegon, MI.
