BOARD MEMBERS PRESENT: Scott Hladki, Mary Ellen Sherwood, Rosemary Rinella, Elizabeth (Petsy) Jenkins, Diane Misze, and Lynn Young.

BOARD MEMBERS ABSENT: Mike Hiner.

Supervisor, Scott Hladki, called the meeting to order at the Dalton Township Hall at 4:00 p.m.

This meeting was called, posted, and advertised, for the board's consideration of the following: budget amendments for fiscal year 05-06, a revised salary resolution, for additional review of the
06-07 budget, to hold a public hearing regarding the same, and to consider adoption of the General Appropriations Act Resolution, which approves the budget for fiscal year 06-07.

BUDGET AMENDMENTS:
Mary Ellen and Stacy, clerk and deputy clerk, prepared and submitted 05-06 year end budget amendments. Mary Ellen explained the budget amendments to the board. Review and discussion regarding the same took place.

Motion by Diane, support by Rosemary, PASSED to approve the budget amendments as presented for the 2005-06 fiscal year end. Roll call vote. Yes: Diane, Rosemary, Lynn, Petsy, Mary Ellen and Scott.

REVISED SALARY RESOLUTION:
Motion by Rosemary, support by Mary Ellen, PASSED to rescind the previously adopted salary resolution for elected officials. Roll call vote. Yes: Rosemary, Petsy, Mary Ellen and Scott. No: Lynn and Diane.

Motion by Rosemary, support by Mary Ellen, FAILED to adopt the revised salary resolution for elected officials reducing the salary of the clerk and increasing the salary for the treasurer so both positions are at the same rate of pay. Roll call vote. Yes: Rosemary, Mary Ellen and Scott. No: Lynn, Petsy and Diane. Mary Ellen declared the motion failed as it is a tie vote.

Mary Ellen stated that she has spoke to some board members, but not everyone. She explained that it was her idea to change the salary of the clerk and treasurer so that the clerk and treasurer's rate of pay is the same annual amount. She explained that this has been an issue for quite some time for the treasurer as other townships pay the supervisor, clerk, and treasurer, all the same rate of pay; therefore, recognizing the importance of all three departments and positions.

Mary Ellen stated that bringing the treasurer's salary equal to hers will not cost the taxpayers more money as she is giving up part of her salary for the 06-07 fiscal year to make the treasurers salary equal with the clerk's; as this issue comes up every year, and to recognize that these departments are of equal importance and also to ask the board to recognize that every office in the township hall has full time help, with the exception of the clerk's office; which has the most duties, responsibilities and functions. The resolution being considered was submitted as follows:

Supervisor $36,463.65 No change from previous resolution for 06-07
Clerk $35,221.10 Reduced from previous resolution amount of $35,619.20
Treasurer $35,221.10 Increased from previous resolution amount of $35,133.77
Trustees $3,146.00 No change from previous resolution for 06-07

Motion by Rosemary, support by Mary Ellen, PASSED to reconsider adopting the revised resolution changing the rate of pay for the 06-07 fiscal year so the clerk and treasurer are at the same rate of pay. Roll call vote. Yes: Rosemary, Lynn, Mary Ellen and Scott. No: Petsy and Diane.

BUDGET PUBLIC HEARING:
Mary Ellen prepared and submitted a final budget copy to the board of trustees. There were two members of the fire department present. No other citizens were present and there were no public comments made during this public hearing.

Motion by Lynn, support by Petsy, PASSED to approve the General Appropriations Act Resolution approving the Budget for Fiscal Year 2006-07. Roll call vote. Yes: Lynn, Petsy, Diane, Rosemary, Mary Ellen and Scott.
