| DALTON TOWNSHIP REGULAR BOARD MEETING-NOVEMBER 10, 2008, 7:00 P.M.
BOARD MEMBERS PRESENT: Scott Hladki, Mary Ellen Sherwood, Rosemary Rinella, Mike Hiner, Elizabeth (Petsy) Jenkins, Diane Misze and Lynn Young.
BOARD MEMBERS ABSENT: None.
Supervisor, Scott Hladki, called the meeting to order at the Dalton Township Hall. The Pledge of Allegiance said, invocation given and roll call taken.
MINUTES:
The regular township board meeting minutes of October 14, 2008, were accepted as submitted and placed on file.
PUBLIC COMMENTS:
Connie Burchfield thanked the outgoing board members for their service. She stated that she knows the incoming board promised to reinstate the annual meeting and stated that she was glad to see that this item is on the agenda. She stated that she is also looking forward to the incoming board reinstating the five day work week, instead of the current four day work week.
TREASURER'S REPORT:
As of October 31, 2008, the General Fund has $25,239.09, Fire Operating Fund has $95,319.11, and Fire Equipment Fund has $16,650.95. There is $247,604.23 in the Co-Merica J-Fund. The Treasurer's Report was accepted and placed on file for audit. An Income report for October 2008 for the General and Fire Funds was also submitted.
MONTHLY BILLS:
Motion by Mike, support by Rosemary, PASSED to approve the monthly bills as submitted. Yes: Mike, Rosemary, Diane, Petsy, Lynn, and Mary Ellen. No: Scott.
General Fund bills totaling $33,486.33, through check number 20098, Fire Fund $8,516.75 through check number 10198, Cemetery Fund $141.26, through check number 989, Streetlight Fund $1,354.30 through check number 490. Bills were also paid from the building fund and other self-supporting miscellaneous funds.
FIRE BUSINESS:
Fire Chief, Gary Furman, submitted the Incident Log for October 2008. There were 29 calls with an average response time of 7.14 minutes.
MAINTENANCE DEPARTMENT:
Maintenance Supervisor, Keith Ostoin, stated that all summer help has left and it is just back to the two full time personnel in the Maintenance Department. He reminded board members that the transfer station will be closed on Saturday, November 29, 2008.
COMPLIANCE OFFICER REPORT:
Compliance Officer, Frank Swiatek, stated that there have been 83 complaints filed this year. Six are still open and three are pending.
PLANNING COMMISSION RECOMMENDATIONS:
A. River of Life Church located at 4860 Holton Road, request for a Special Use Permit for an Accessory Use to the Church at 4876 Holton Road. Ed Thompson was present on behalf of River of Life Church. This request was tabled at the last meeting. The fire chief submitted an approval form with regard to this request that was pending last month.
Motion by Mike, support by Lynn, PASSED to approve the request of River of Life Church for a Special Use Permit as written. Yes: Mike, Lynn, Petsy, Diane, Rosemary, Mary Ellen and Scott. No: none.
B. Resurrection Life Church request for an extension of their Special Use Permit. Mark Williams was present on behalf of Resurrection Life Church. He stated that they are requesting a one year extension of their special use permit. He stated the plans are still the same; they just need an extension of time.
Motion by Diane, support by Mike, PASSED to approve the extension of the Special Use Permit for one year for Resurrection Life church as requested for new construction of the church at Agard and Whitehall Roads. Yes: Diane, Mike, Lynn, Rosemary, Petsy, Mary Ellen and Scott. No: none.
TREE FORESTER CONTRACT-DENNIS WORST:
This item was postponed. No action was taken.
RESOLUTION-STREET LIGHT SPECIAL ASSESSMENT DISTRICT:
Motion by Mary Ellen, support by Lynn, PASSED to approve Resolution Number One to create and request costs for a Street Light Special Assessment District Number 19 on Oak River Lane as requested by 50 percent or greater of the residents. Yes: Mary Ellen, Lynn, Petsy, Mike, Diane, Rosemary and Scott. No: none.
DEADLINE FOR SEWER CONNECTION PASSED ON OCTOBER 31, 2008:
Motion by Mary Ellen, support by Rosemary, PASSED to authorize the Township Attorney, David Wells, to proceed with legal action regarding delinquent sewer connections. Yes: Mary Ellen, Rosemary, Mike, Lynn, Petsy, Diane and Scott. No: none.
RE-INSTATE THE ANNUAL MEETING OF THE INHABITANTS:
Motion by Diane, support by Lynn, PASSED to obtain wordage for a Resolution to re-instate the Annual Meeting of the Inhabitants and bring the Resolution back for board approval. Yes: Diane, Lynn, Mike, Petsy, Rosemary, Mary Ellen and Scott. No: none.
PUBLIC COMMENTS:
Connie Burchfield inquired about the sewer litigation cases. She again wished the outgoing board members well in their new endeavors.
BOARD COMMENTS:
Lynn stated that as an educator for 44 years she would like to see new board members attend classes pertaining to their new board seats.
Motion by Lynn, support by Diane, PASSED to expect new board members to take at least one class per year. Yes: Lynn, Diane, Rosemary, Mike, Petsy and Scott. No: Mary Ellen. Mary Ellen stated that she believes that education is most important and she takes at least one class per year; however, she does not know what the budget will look like and does not want to commit a vote for money that may not be available.
Mike thanked the outgoing board members for their service and stated that it has been an honor to work with them.
The public was asked to leave as an employee requested to go into closed session to discuss complaints or charges against him. The attorney stated that no motion or roll call is needed according to Section 8.a of the Open Meetings Act.
The board entered into closed session. Back in open session, Scott stated that the carpet has been cleaned at the Duff Road rental house and can be rented again. The rent amount was discussed. Elizabeth stated that she will look into the current costs for similar rentals.
