DALTON TOWNSHIP REGULAR BOARD MEETING–AUGUST 10, 2009, 7:00 P.M.
 
BOARD MEMBERS PRESENT: Chris Hall, Elizabeth (Petsy) Jenkins, Mike Hiner, Merle H. Hittle, James Lothschutz, and Ross McCloskey.
 
BOARD MEMBERS ABSENT: Mary Ellen Sherwood.
 
Supervisor, Chris Hall, called the meeting to order at the Dalton Township Hall. The Pledge of Allegiance said and roll call taken.
 
Motion by Merle, support by Ross, PASSED to amend the agenda to add, after item number 10, discussion regarding the clerical position at the front desk. Yes: Merle, Mike, Ross, Jim, Elizabeth, and Chris. No: none.
 
MINUTES:
The Regular board meeting minutes of July 13, 2009 are accepted as presented and placed on file.
 
PUBLIC COMMENTS:
None.
 
TREASURER'S REPORT:
As of July 31, 2009, the General Fund has $180,011.49, Fire Operating Fund has $123,812.47, and Fire Equipment Fund has $28,094.02. There is $251,689.81 in the Investment Fund (C.D.’s). The Treasurer's Report was accepted and placed on file for audit. An Income Report was also received for the General, Fire and Building Funds.
 
MONTHLY BILLS:
Motion by Mike, support by Merle, PASSED to approve the monthly bills as submitted. Yes: Mike, Merle, Ross, Jim, Elizabeth, and Chris. No: none.
 
General Fund bills totaling $34,882.33 through check number 20690. Fire Fund bills totaling $12,814.51 through check number 10425. Cemetery Fund bills totaling $77.30 through check number 1013. Bills were also paid from the building fund the street light fund and other self-supporting miscellaneous funds.
 
FIRE BUSINESS:
The Incident Log for July 2009 was submitted and states that there were 51 calls with an average response time of 7.18 minutes.
 
MAINTENANCE DEPARTMENT:
Maintenance Supervisor, Chris McPheron, stated that the compactor was repaired at the transfer station. Recycling at the transfer station was discussed.
 
ORDINANCE ENFORCEMENT OFFICER REPORT:
No report was given.
 
 
 
PLANNING COMMISSION RECOMMENDATIONS:
Request of Ronald Tottingham for a Special Use Permit for a 3-D Archery Range at 5290 Putnam Road. The Planning Commission recommended approval of this item to the Township Board with the recommendation that the Tottingham’s be allowed a 12 month extension to meet the current parking requirements. Mr. Tottingham was present and spoke to the board regarding this request.
 
 
Motion by Merle, support by Mike, PASSED to approve the Planning Commission’s recommendation concerning the Special Use Permit for the Tottingham’s 3-D Archery Range with a 12 month extension to meet the paved parking requirements. Yes: Merle, Mike, Ross, Jim, Elizabeth, and Chris. No: none.
 
Ross spoke regarding the ordinance for paved parking requirements. Ross stated that the Board should ask the Planning Commission to review this ordinance and come up with a revision for this ordinance because in some cases this requirement should not apply. Discussion followed.
 
REVISE EMPLOYEE POLICY:
Chris stated that the township attorney states that language needs to be added to the Employee Policy regarding the Family Medical Leave Act. The policy needs to state that “Dalton Township has no eligible employees” with regard to this Act.
 
Motion by Merle, support by Mike, PASSED to amend the Township’s Employee Policy to address the Family Medical Leave Act as stated. Yes: Merle, Mike, Ross, Jim, Elizabeth and Chris. No: none.
 
HOURS AND PAY FOR NEW DEPUTY CLERK:
Mike stated that the pay for the new deputy clerk’s pay should be that of the previous deputy clerk, adding that the person that Mary Ellen has appointed is highly qualified. Chris stated that the former deputy clerk was full time with benefits and the new deputy clerk will be part time with no benefits. Merle stated that this person should not start out at more than the permanent part time rate of $11.84 per hour as other part time employees in the maintenance department. Mike asked if the part time employees in the maintenance department are deputies. The former Deputy Treasurer, Sue Bell, was in the audience and stated that the township started the new deputy treasurer out in November at the same rate as she made after years of service. She questioned why the deputy clerk should start out at a lesser rate. Elizabeth stated that the clerk’s office is not utilizing the assistance of the front desk clerical position. Much discussion followed regarding the clerk, the former deputy clerk, the deputy clerk position, the hours, and the pay for the deputy position.
 
Motion by Ross, support by James, PASSED to hire Wendy Bloem, who the Clerk has appointed as the deputy clerk, to assist in administrative duties and work 21.5 hours per week as scheduled by the supervisor, starting at $11.54 per hour for a thirty day period, then $12.88 per hour from 30-days to 60-days, then pending review of her performance by the supervisor, to the regular rate for this position of $13.88 after 90-days. Yes: Ross, Jim, Mike, and Chris. No: Merle and Elizabeth.
 
HOURS AND PAY FOR FRONT DESK EMPLOYEE:
Chris stated that the township has had an employee in this position at no cost to the township as this position has been paid through the workforce development program. Chris stated that the time has expired for the grant money to pay for this position. Chris suggested that the township keep this employee on at minimum wage of $7.40 per hour.
 
Motion by Ross, support by Merle, PASSED to retain Jessica, the clerical help, at the hourly rate of $7.40 per hour, not to exceed 16 hours per week as managed by the supervisor. Yes: Ross, Merle, Mike, Jim, Elizabeth, and Chris. No: none.
 
PUBLIC COMMENT:
 
Muskegon County Sheriff, Dean Roesler, was present and stated that he is trying to make an effort to come to meetings and stay in touch with the local units of government. Connie Burchfield made comments regarding a PINS officer position and about the deputy clerk. Discussion took place with board members and Sheriff Roesler.
 
BOARD COMMENTS:
Discussion took place regarding who should take meeting minutes in the absence of the clerk. Chris stated that now the board has approved hours and pay for the deputy clerk, this will be covered by this person. Chris stated that he will speak with the deputy clerk about this matter and report back to the board.
