DaltonTownship Special Board Meeting
February 24, 2010
6:00 P.M.
Board Members Present: Elizabeth Jenkins, Jim Lothschultz, Ross McCloskey, Merle Hittle, Chris Hall.
Board Members Absent: Mary Ellen Sherwood, Mike Hiner.
Supervisor Chris Hall called the meeting to order at 6:00 p.m. at the Dalton Township Hall.
Supervisor Hall present the draft budget to the board for review, Ross indicated he would like to see a more detailed report on the franchise fees collected as well as the cell tower revenues.
General Fund
Department 193: MuskegonCounty Elections provided the Township a wage comparison spread sheet for election workers wages and meal allowance from several communities. It was decided to keep the hourly wage for the workers the same and set a flat rate for a meal allowance.
Department 209: The daily operations of the assessing department were discussed. The assistant assessor job description was discussed and it was decided to reword this job description and bring it back to this board at the annual meeting for approval. The land division specialist contract was discussed; Chris indicated that the contract expires in July 2010, the board thought with very few housing starts and the economic times it would like to review the contract with Wanda Budnik in July.
Department 265: Merle asked if the snow plow was removed from capitol outlay. Chris indicated that it was and maintenance is only requesting a flat bed trailer for next year.
Department 301: Chris let the board know he will be meeting with Reeths Puffer Schools to discuss a cost share for the crossing guard salary.
Department 371: The Zoning Administrators position was discussed as well as the hours worked in a week.
Department 450: The board wished that this account could be increased but with limited funds at this time it’s not feasible, Chris did indicate that the auditor stated we could create an account for roads that would allow us to put any excess road funds in every year. Ross also wanted to get the road committee back together to have them get an asset management plan for the future of our roads.
Fire Fund
Department 336: Chris explained that acting Chief Stacia Ripley requested that the board allow the purchase of new radios from capitol outlay; Ross made the motion to purchase new radios from Midcom Service for $10,584.00. Supported by Merle,

Department 337: Ross questioned the payments and also the interest fees on the fire trucks. No one was able to answer his concerns; Chris will ask Mary Ellen if she knows.
Communications
Chris informed the board that the Auditor has submitted an invoice for his services in connection with the financial statements. Discussion took place regarding the lack of information received with the invoice. The consensus was to request from the Auditor a more detailed response to his findings.
The Auditor also requested that the board review his proposal to work with the sewer/water fund accounts. It was decided to have BS&A try to work on this matter as part of their support agreement with the sewer program.
Motion to adjourn by Ross supported my Chris all in favor yes, opposed none.
