DALTON TOWNSHIP ANNUAL MEETING OF THE ELECTORS MINUTES OF MARCH 27TH, 2010 1:00 P.M.
Board Members Present: Chris Hall, Merle H. Hittle, James Lothschutz, Elizabeth (Petsy) Jenkins, Mike Hiner, and Ross McCloskey.
Board Members Absent: Mary Ellen Sherwood.
Also Present: Approximately 10 electors of the Township. Joe Balder was present as a representative of the Fire Dept.
Supervisor, Chris Hall, called the annual meeting of electors to order at the Dalton Township Hall. The Pledge of Allegiance said and roll call taken.
Chris gave a report on the state of the Township. He said he is very pleased with what they have done. He said there has been cleaning of the Fred Dow Drain, work on Dalson Road with co-operation of Cedar Creek and the Road Commission, the Road Commission is going to do more ditching and spraying this year due to a mild winter, and e-news is doing very well and getting a lot of response from residents. He noted there has been an 11% drop in revenues with the new budget. He feels they have done a good job with the new budget. He said they plan on trying to keep costs down including through insurance, building liabilities, getting a better handle on copies through the leased copier.
BUDGET:
The electors went through the budget page by page. A summary of the discussions of note follow.
Millage rates stayed the same. Revenues are down. No increases in any of the salaries. Election workers will get a per diem rate instead of an hourly rate. Ross asked to limit the zero balance lines in the future. Chris said it is his goal to get the budget cleaned up this year. Chris is meeting with Reeths Puffer Schools to see if they will help cover the costs of the crossing guard.
Stephanie Barrett noted that the budget line for the Zoning Administrator should be $24,960. 00 and the budget line for the Ordinance enforcer should be $8750.58 for a decreased department total of $34,410.58. Ross noted that the activity to date amounts on page 7 are not up to date. Brining was discussed. Road maintenance was discussed including costs and condition of area roads. Brent Barrett asked if any business still paid for opting out of medical insurance. Discussion followed. Mike said yes and gave examples. Chris noted that the amount of the opt-out paid was currently 25% and will drop to 12.5% in November.
Joe asked about the pay for the Fire Chief position. Merle stated that the position will pay $38,800.00 + 11% for pension.
Weekend standby pay was discussed. Adjustment of $25,000.00 for fire truck payment from Fire Operating Fund due to previous millage failing. Correction to line 991 regarding fire truck payments. Once corrected, with line 992 going to 0 (zero), it brings the fund into the black. Public Works Clerk pay discussed. This was previously paid out of the General Fund but will now be paid from the Operation and Maintenance Account of the Sewer Fund. Miscellaneous sewer funds were also discussed. Chris noted that the Middle Lake Weed fund will not have enough money in it for spraying this year so he will let those property owners know that they will have to come up with additional funds.
Supervisor’s Salary:
Motion by Merle H. Hittle, support by Stephanie Barrett, PASSED to approve the Supervisor’s salary of $38,871.16.
Clerk’s Salary:
Motion by Merle H. Hittle, support by Mike Hiner, PASSED to approve the Clerk’s salary of $37,366.06
Treasurer’s Salary:
Motion by Wanda Todd, support by Stephanie, PASSED to approve the Treasurer’s salary of $37,366.06
Trustee’s Salary:
Motion by Stephanie Barrett, support by David Less, PASSED to approve the Trustee’s salary of $3,337.62.
Advisory Motion to Accept, Reject, or Modify the Proposed Budget:
Motion by David Less, support by Merle H. Hittle, PASSED to accept the proposed budget for April 1, 2010 thru March 31, 2011 with the above noted changes.
