Meeting called to Order at 7:00 P.M. by John Knoll, its Chairman.

 

Members Present: John Knoll, Joe Drost, Dave Less, Ross McCloskey, and Howard Trygstad.

 

Members Absent:  Kay Moul and Tom Tuttle.

 

Approval of Agenda:  Motion by Howard with support by Dave to approve the agenda.
All in favor.  Motion Passed.

 

Approval of Minutes:  Motion by Howard with support by Dave to accept the minutes of April 27th, 2010 as presented.  All in favor.  Motion Passed.

 

Audience Participation:  None.

 

Items for Public Hearing:

 

1.  Request of Brian Foster for a Zone Change from R-1 Low Density Residential to C-2 Regional Commercial and for a Special Use Permit for a plastering business at 2766 Holton Road.  Parcel #61-07-035-100-0024-00 (See Exhibit A for legal description.)  This is a final hearing.  Brian Foster was present and addressed the Planning Commission.  Anita Sturgis, 2789 Holton Road, said she lives directly across the road from 2766 Holton Road and she was wondering if the zone change request would change her zoning as well.  Stephanie said no.  She asked if her taxes will go up because of the zone change.  Stephanie said no.  Ross noted that he has a problem with the site plan.  Stephanie said that when Brian is ready to build the proposed addition he will have to come back for site plan review. 

Motion by Joe with support by Howard to recommend approval of the zone change request from R-1 to C-2 as requested for 2766 Holton Road to the Township Board. 

Joe – yes, Howard – yes, Dave – yes, Ross – yes, John – yes.  Motion Passed.

Motion by Howard with support by Dave to recommend approval of the special use permit for a plastering business at 2766 Holton Road as requested to the Township Board.  Howard – yes, Dave – yes, Joe – yes, Ross – yes, John – yes.  Motion Passed.

 

2.  Request of Paula Reames for a special use permit for an adult foster care with no more than 4 (four) residents at 3497 Dalson Road.   Parcel #61-07-035-100-0024-00 (See Exhibit B for legal description.)  This is a final hearing.  Paula Reames was present and addressed the Planning Commission.  Paula explained that she is proposing to have an adult foster care with no more than 4 (four) residents living in the home.  She explained that the residents will be senior citizens who cannot be home alone.  She said that she is licensed through the State.  Dave asked if it was 24 hour care.  Paula said yes.  Howard asked if it was handicap accessible.  Paula said there is a ramp on the back and a sidewalk will be constructed.  Ross asked about Health Dept. approval.  Stephanie said that they do not need approval from the Health Dept. as they have to receive approvals from the State.  Stephanie noted the well and septic information that was included in the packet and said that it would be submitted to the State as would the rest of Paula’s application after she received approval of the special use permit from the Township Board. 

Motion by Howard with support by John to recommend approval of the special use permit at 3497 Dalson Road as requested.  Howard – yes, John – yes, Joe – yes,

Ross – yes, Dave – yes.  Motion Passed.

 

3.  Request of David Cadle of Anchor of Hope Church for a special use permit for a food pantry, retail space, and offices at 2875 Whitehall Road.  Parcel #61-07-025-200-0008-10  (See Exhibit C for legal description.).  This is a final hearing.  David Cadle was present and addressed the Planning Commission.  Rev. Cadle explained that they currently have their food pantry and retail store at 3301 and 3319 Whitehall Road in Jim Goldman’s buildings.  He said they have been renting the properties plus paying their own mortgage at 2875 Whitehall Road and decided it would make more financial sense to use their own building.  Stephanie noted that they do not need Health Dept. approval as they are connected to public water and sewer. 

Motion by Howard with support by Joe to recommend approval of the special use permit for a food pantry, retail space, and offices at 2875 Whitehall Road as requested to the Township Board.  Howard – yes, Joe – yes, Dave – yes, Ross – yes, John – yes.  Motion Passed.

 

4.  Request of David Gifford for a retail store at 2448 Holton Road Suite C.  Parcel #61-07-031-200-0018-00 (See Exhibit D for legal description.).  This is a final hearing.  David Gifford was present and addressed the Planning Commission.  David explained that they will be selling arts and crafts, furnishings, and embroidery.  Howard asked about the hours.  David said they would be closed on Sundays and Mondays, open Tuesday through Friday from 10am – 6pm, and open on Saturdays from 10am – 3 pm.  Stephanie said Health Dept. approval was not necessary at this time due to the testing from when the restaurant was there.  Ross asked how long the restaurant had been closed.  Stephanie said just less than one year.

Motion by Joe with support by Howard to recommend approval of the special use permit for a retail store at 2448 Holton Road Ste C as requested to the Township Board. 

Joe – yes, Howard – yes, Dave – yes, Ross – yes, John – yes.  Motion Passed.

 

Communications:   Stephanie spoke with the Planning Commission about the “Music Barn” on Holton Road.  She explained that it was a commercial business and the owners said they would not pursue a zone change or special use permits.

 

Unfinished Business:  None.

 

New Business:  Planned Unit Development Amendment.  Stephanie said she did not think there would be a meeting in June so she suggested waiting until another meeting to start discussing the proposed amendment.  The Planning Commission agreed.

 

Adjourn:  Motion to adjourn by Ross.  Supported by Howard.  All in favor.  Motion Passed.
