DALTON TOWNSHIP SPECIAL BOARD MEETING MINUTES 

5:00 p.m. - June 23, 2010

MEMBERS PRESENT:                     Elizabeth (Petsy) Jenkins, Ross McCloskey, Jim Lothschutz, Merle H. Hittle, Chris Hall.

MEMBERS ABSENT:                       Mike Hiner and Mary Ellen Sherwood.

BOARD COMMENT/PUBLIC COMMENT: None

DISCUSSION ON HEALTH INSURANCE:

Several employees did not completely understand the plan that was adopted at June 14, 2010 meeting.  Elizabeth would like to keep present plan and have the employees pay half of the premium increase.  It would work better if the insurance would come due April 1^st of every year for budgeting purposes.  Several comments on the pros and cons of the plan chose last week and how the employees are affected.  Chris suggested that they stay with the plan adopted last meeting with the Township contributing towards the deductible, one time only.  Alan asked if the Township could put money in his account.  It was stated yes the Township could because it would be nontaxable money used for medical expenses only.  Not going over budget is a concern for the Board.

Bill Louis, Insurance Agent, went through the plan chosen last week.   He explained that the Flex Benefit is an account that an employee would put in before tax money to use for medical expenses and other approved expenses.  If not enough money is in their account for a bill the employer would put the needed money in.  But if there is a balance at the end of the year the employee will lose it.  The Health Savings Account is the employees and they get to keep any balance as long as it is used for medical expenses only.  But they only would have the money they put into the account to use, no advancements from the employer.   The Health Savings would have to be set up August 1^st the date the insurance goes into effect.  Lengthy discussion followed.

Motion made by Ross, supported by Chris to keep the Priority HSA HMO health insurance plan adopted at July 14^th meeting.  Also have the Township put in a one time only payment covering a full year deductible of $1,200.00 or $2,400.  This would be done in four (4) installments, August, October and December 2010 and February 2011 and only for employees taking the insurance option.  PASSED:  Yes:  Ross, Chris, Elizabeth, Jim, and Merle.

Meeting adjourns at 6:27 P.M., motion by Jim, supported by Ross.  PASSED: All were in favor.
